Hong Kong (abbreviation “HK”), the former British crown colony and current special administrative region of China, is commonly abbreviated with an “H”. Additionally, “Data HK”–an innovative policy framework with clear rights and obligations for data controllers as well as six data protection principles–is often abbreviated with “HK”.
Under Hong Kong’s new policy framework, any organization storing or processing personal data must register as data users with the Personal Data Protection Ordinance (PDPO), taking specific measures to protect individuals’ personal data. Furthermore, extraterritorial application means it applies even to organisations controlling processing outside Hong Kong territory.
Management of a data governance program involves many people. A well-defined and documented responsibility assignment matrix such as RACI (responsible, accountable, consulted and informed) can help manage expectations and create an efficient team. A data governance leader plays an essential role in overseeing tasks, communicating decisions and driving ongoing audits – they may even serve as the primary point of escalation to executive sponsors and steering committees.
